Despite their importance for human well-being, nearshore fisheries are often data poor, undervalued, and underappreciated in policy and development programs. We assess the value chain for nearshore Hawaiian coral reef fisheries, mapping post-catch distribution and disposition, and quantifying associated monetary, food security, and cultural values. We estimate that the total annual value of the nearshore fishery in Hawaiʻi is $10.3-$16.4 million, composed of non-commercial ($7.2-$12.9 million) and commercial ($2.97 million licensed + $148,500-$445,500 unlicensed) catch. Hawaii’s nearshore fisheries provide >7 million meals annually, with most (>5 million) from the non-commercial sector. Over a third (36%) of meals were planktivores, 26% piscivores, 21% primary consumers, and 18% secondary consumers. Only 62% of licensed commercial catch is accounted for in purchase reports, leaving 38% of landings unreported in sales.

Value chains are complex, with major buyers for the commercial fishery including grocery stores (66%), retailers (19%), wholesalers (14%), and restaurants (<1%), who also trade and sell amongst themselves. The bulk of total nearshore catch (72–74%) follows a short value chain, with non-commercial fishers keeping catch for household consumption or community sharing. A small amount (~37,000kg) of reef fish—the equivalent of 1.8% of local catch—is imported annually into Hawaiʻi, 23,000kg of which arrives as passenger luggage on commercial flights from Micronesia. Evidence of exports to the US mainland exists, but is unquantifiable given existing data. Hawaiian nearshore fisheries support fundamental cultural values including subsistence, activity, traditional knowledge, and social cohesion. These small-scale coral reef fisheries provide large-scale benefits to the economy, food security, and cultural practices of Hawaiʻi, underscoring the need for sustainable management. This research highlights the value of information on the value chain for small-scale production systems, making the hidden economy of these fisheries visible and illuminating a range of conservation interventions applicable to Hawaiʻi and beyond.

Many population centers in the American West rely on water from the Colorado River Basin, which has faced shortages in recent years that are anticipated to be exacerbated by climate change. Shortages to urban water supplies related to climate change will not be limited to cities dependent on the Colorado River. Considering this, addressing sustainable water governance is timely and critical for cities, states, and regions facing supply shortages and pollution problems. Engaging in sustainability transitions of these hydro-social systems will increase the ability of such systems to meet the water needs of urban communities. In this paper, we identify historical transitions in water governance and examine their context for three sites in the Colorado River Basin (Denver, Colorado, Las Vegas, Nevada, and Phoenix, Arizona) to provide insight for intentional transitions towards sustainable, or “water sensitive” cities. The comparative historical approach employed allows us to more fully understand differences in present-day water governance decisions between the sites, identify past catalysts for transitions, and recognize emerging patterns and opportunities that may impact current and future water governance in the Colorado River Basin and beyond.

Tracking the environmental impacts of production, use, and disposal of products (e.g., goods, and services) have been an important issue in the global economy. Although Life Cycle Assessment (LCA) is a widely applied method to track these environmental impacts and support policies, it has certain limitations and an isolated way of evaluating the environmental impacts with no consideration of social and economic impacts and mechanisms. To overcome the limits of current LCA, three mechanisms have been proposed in the literature: (1) broadening the indicators by including social and economic indicators in addition to the environmental impacts; (2) broadening the scope of analysis from product-level assessment to national and global levels; (3) deepening the assessment by inclusion of more mechanisms to account for interrelations among the system elements, uncertainty analysis, stakeholder involvement, etc. With these developments, LCA has been evolving into a new framework called Life Cycle Sustainability Assessment (LCSA). Practical application of LCSA requires integration of various methods, tools, and disciplines. In this study, a comprehensive literature review is conducted to investigate recent developments, current challenges, and future perspectives in the LCSA literature.

According to the review, a high number (40%) of LCSA studies are from the environmental science discipline, while contributions from other disciplines such as economics (3%) and social sciences (9%) are very low. On broadening the scope of analysis, 58% of the studies are product-level works, while 37% quantified the impacts at national level and achieved an economy-wide analysis, and only 5% of the studies were able to quantify the global impacts of products using LCSA framework. Furthermore, current applications of LCSA have not considered the rebound effects, feedback mechanisms, and interrelations of the system of interest sufficiently. To address these challenges, we present a complete discussion about the overarching role of systems thinking to bring tools, methods and disciplines together, and provide practical examples from the earlier studies that have employed various system-based methods. We discuss the importance of integrated system-based methods for advancement of LCSA framework in the following directions: (1) regional and global level LCSA models using multi-region input-output analysis that is capable of quantitatively capturing macro-level social, environmental, and economic impacts; (2) dealing with uncertainties in LCSA during multi-criteria decision-making process and expert judgments in weighting of LCSA indicators; and (3) integration of system dynamics modeling to reveal complex interconnections, dependencies, and causal relationships between sustainability indicators.

The structure and dynamics of ecosystems can affect the information available to resource users on the state of the common resource and the actions of other resource users. We present results from laboratory experiments that showed that the availability of information about the actions of other participants affected the level of cooperation. Since most participants in commons dilemmas can be classified as conditional cooperators, not having full information about the actions of others may affect their decisions. When participants had more information about others, there was a more rapid reduction of the resource in the first round of the experiment. When communication was allowed, limiting the information available made it harder to develop effective institutional arrangements. When communication was not allowed, there was a more rapid decline of performance in groups where information was limited. In sum, the results suggest that making information available to others can have an important impact on the conditional cooperation and the effectiveness of communication.

In this study, WRF-Chem is utilized at high resolution (1.333 km grid spacing for the innermost domain) to investigate impacts of southern California anthropogenic emissions (SoCal) on Phoenix ground-level ozone concentrations ([O3]) for a pair of recent exceedance episodes. First, WRF-Chem control simulations, based on the US Environmental Protection Agency (EPA) 2005 National Emissions Inventories (NEI05), are conducted to evaluate model performance. Compared with surface observations of hourly ozone, CO, NOX, and wind fields, the control simulations reproduce observed variability well. Simulated [O3] are comparable with the previous studies in this region. Next, the relative contribution of SoCal and Arizona local anthropogenic emissions (AZ) to ozone exceedances within the Phoenix metropolitan area is investigated via a trio of sensitivity simulations: (1) SoCal emissions are excluded, with all other emissions as in Control; (2) AZ emissions are excluded with all other emissions as in Control; and (3) SoCal and AZ emissions are excluded (i.e., all anthropogenic emissions are eliminated) to account only for Biogenic emissions and lateral boundary inflow (BILB). Based on the USEPA NEI05, results for the selected events indicate the impacts of AZ emissions are dominant on daily maximum 8 h average (DMA8) [O3] in Phoenix. SoCal contributions to DMA8 [O3] for the Phoenix metropolitan area range from a few ppbv to over 30 ppbv (10–30 % relative to Control experiments). [O3] from SoCal and AZ emissions exhibit the expected diurnal characteristics that are determined by physical and photochemical processes, while BILB contributions to DMA8 [O3] in Phoenix also play a key role.

Adaptive comanagement endeavors to increase knowledge and responsiveness in the face of uncertainty and complexity. However, when collaboration between agency and nonagency stakeholders is mandated, rigid institutions may hinder participation and ecological outcomes. In this case study we analyzed qualitative data to understand how participants perceive strengths and challenges within an emerging adaptive comanagement in the Agua Fria Watershed in Arizona, USA that utilizes insight and personnel from a long-enduring comanagement project, Las Cienegas. Our work demonstrates that general lessons and approaches from one project may be transferable, but particular institutions, management structures, or projects must be place-specific. As public agencies establish and expand governance networks throughout the western United States, our case study has shed light on how to maintain a shared vision and momentum within an inherently murky and shared decision-making environment.

To achieve water resource sustainability in the water-limited southwestern US, it is critical to understand the potential effects of proposed forest thinning on the hydrology of semi-arid basins, where disturbances to headwater catchments can cause significant changes in the local water balance components and basinwise streamflows. In Arizona, the Four Forest Restoration Initiative (4FRI) is being developed with the goal of restoring 2.4 million acres of ponderosa pine along the Mogollon Rim. Using the physically based, spatially distributed triangulated irregular network (TIN)-based Real-time Integrated Basin Simulator (tRIBS) model, we examine the potential impacts of the 4FRI on the hydrology of Tonto Creek, a basin in the Verde–Tonto–Salt (VTS) system, which provides much of the water supply for the Phoenix metropolitan area. Long-term (20-year) simulations indicate that forest removal can trigger significant shifts in the spatiotemporal patterns of various hydrological components, causing increases in net radiation, surface temperature, wind speed, soil evaporation, groundwater recharge and runoff, at the expense of reductions in interception and shading, transpiration, vadose zone moisture and snow water equivalent, with south-facing slopes being more susceptible to enhanced atmospheric losses. The net effect will likely be increases in mean and maximum streamflow, particularly during El Niño events and the winter months, and chiefly for those scenarios in which soil hydraulic conductivity has been significantly reduced due to thinning operations. In this particular climate, forest thinning can lead to net loss of surface water storage by vegetation and snowpack, increasing the vulnerability of ecosystems and populations to larger and more frequent hydrologic extreme conditions on these semi-arid systems.

There is an increasing demand in higher education institutions for training in complex environmental problems. Such training requires a careful mix of conventional methods and innovative solutions, a task not always easy to accomplish. In this paper we review literature on this theme, highlight relevant advances in the pedagogical literature, and report on some examples resulting from our recent efforts to teach complex environmental issues. The examples range from full credit courses in sustainable development and research methods to project-based and in-class activity units. A consensus from the literature is that lectures are not sufficient to fully engage students in these issues. A conclusion from the review of examples is that problem-based and project-based, e.g., through case studies, experiential learning opportunities, or real-world applications, learning offers much promise. This could greatly be facilitated by online hubs through which teachers, students, and other members of the practitioner and academic community share experiences in teaching and research, the way that we have done here.

Protected areas are a cornerstone of biodiversity conservation, and increasingly, conservation science is integrating ecological and social considerations in park management. Indeed, both social and ecological factors need to be considered to understand processes that lead to changes in environmental conditions. Here, we use a social-ecological systems lens to examine changes in governance through time in an extensive regional protected area network, the Great Barrier Reef Marine Park. We studied the peer-reviewed and nonpeer-reviewed literature to develop an understanding of governance of the Great Barrier Reef Marine Park and its management changes through time. In particular, we examined how interacting and changing property rights, as designated by the evolving marine protected area network and other institutional changes (e.g., fisheries management), defined multiple goods and ecosystem services and altered who could benefit from them.

The rezoning of the Great Barrier Reef Marine Park in 2004 substantially altered the types and distribution of property rights and associated benefits from ecosystem goods and services. Initially, common-pool resources were enjoyed as common and private benefits at the expense of public goods (overexploited fisheries and reduced biodiversity and ecosystem health). The rezoning redefined the available goods and benefits and who could benefit, prioritizing public goods and benefits (i.e., biodiversity conservation), and inducing private costs (through reduced fishing). We also found that the original conceptualization of the step-wise progression of property rights from user to owner oversimplifies property rights based on its division into operational and collective-choice rule-making levels. Instead, we suggest that a diversity of available management tools implemented simultaneously can result in interactions that are seldom fully captured by the original conceptualization of the bundling of property rights. Understanding the complexities associated with overlapping property rights and multiple goods and ecosystem services, particularly within large-scale systems, can help elucidate the source and nature of some of the governance challenges that large protected areas are facing.

In order to improve the efficiency of government spending, it is necessary for the decentralized irrigation management to gain support from local institutions. Efficient institutions take on several distinct configurations in different irrigation districts. In this research, we upgrade Tang’s (1992) framework focusing on incentives, to a framework that includes institutional incentives and coordination. Within the framework, we then classify 5 institutional variables: water pricing reform (P), government funding (F), coordination by administration (C), having formal monitors (M) and self-organized management (S). This article processes the data obtained through a field survey (2009–2011) in 20 of China’s southern counties, where they implement the “Small-scale Irrigation and Water Conservancy Key Counties Construction (Key Counties Construction)”, a national project supported by the central government. Next, it applies Data Envelopment Analysis (DEA) to measure the efficiency of government spending and uses Qualitative Comparative Analysis (QCA) to extract efficient institutional configurations. It concludes that there are generally three types of institutional configurations able to improve the efficiency of government spending, which are respectively: “government funding combined with coordination by administration”, “water pricing reform combined with self-organized management and coordination by administration or water pricing reform combined with self-organized management and government funding and formal monitors” and “self-organized management”. Among these, the second configuration is a mixed governance structure with multiple institutions coexisting, and this configuration occurs in the most efficient key counties. For that reason, it is viewed as the mainstream irrigation management approach, and we expect it to be the development trend in the future. Although Chinese irrigation policies are formalizing effective local institutions, they are still not sufficient. Future policies are needed to 1) promote institutions of government support for water laws in order to build stable expectations for both water user associations (WUAs) and farmers, 2) guide water pricing reform by ensuring farmers’ water rights and regulating water markets, and 3) provide opportunities for hiring professional monitors and crafting formal rules.
